Have you ever heard of a Whizzer Motorbike?  They were built in America back in the forties and fifties with an engine of a little over one and a quarter h.p. Basically, they were just a four cycle motor with belt drives attached to a regular twenty six inch bicycle.  They could be bought as a kit or as the whole Whizzer Motorbike. A few years ago an import company began selling a very nice replica again in America.  Here is the one I bought, too fat to ride it now, it has six miles showing on the odometer.  You pedaled it off with the exhaust valve raised with a handlebar control, then dumped the valve twisted the gas, and away you went. Sometimes around thirty miles per hour.....
